This is where you have to RUN cmd.exe as ADMINISTRATOR before starting VIRTUAL ROUTER MANAGER and enter the commands:
netsh wlan set hostednetwork mode=allow
netsh wlan start hostednetwork
Then run VIRTUAL ROUTER MANAGER with ssid, password, and shared connection (in my case, WIRELESS NETWORK CONNECTION).
Others have referenced a longer command:
netsh wlan set hostednetwork mode=allow ssid=<ssid name> key=<ssid password> keyUsage=persistent
While my Windows 7 laptop + HTC One M9 will connect, I still cannot get internet access on the HTC from my laptop.
Maybe T-Mobile is blocking it as T-Mobile wants the laptop to use the HTC's mobile data instead of the HTC using the laptop's internet.
